6. General Than Shwe (Burma)
Responsible for the displacement of as many as 140,000 Burmese by decades of conflict.
7. Hu Jintao (The President and General Secretary of the Communist Party of China)
Responsible for the gagging of all media, and using 30,000 "Internet security agents" to monitor online use.
8. President Robert Mugabe (Zimbabwe)
Responsible for the killing, torture and displacement of more than 70,000 people.
9. Prince Abdullah (Crown Prince Saudi Arabia)
Responsible for the "slavery-like conditions" for the 8.8 million foreign workers in the Kingdom, with Saudi women being treated as second-class citizens.
10. President Teodoro Obiang Nguema (Equatorial Guinea)
Deciding on his whims to kill anyone "without being called to account", in addition to amassing a 550 million fortune in a poverty stricken country.
